Law 24/1983 governs port authority operations across Egypt — the scope of port services, licensed ship agent obligations, and the relationship between vessel principals and port authorities. Decree 488/2015 sets pilotage tariffs at EMTA commercial ports with a mandatory 5% annual increase from the 2015 base. When we calculate pilotage for a PDA Egypt estimate, we apply the current compounded rate for the specific port and vessel GRT.
