At Marine Trust Agency, Health, Safety, Security, and Environment (HSSE) is not a regulatory obligation — it drives how every port call is planned and executed. Our Managing Director carries 29 years of maritime experience, including 13 years of direct operational command at Marsa El Hamra offshore petroleum terminal under EGPC. That experience is the foundation of how we assess risk, apply compliance requirements, and protect personnel in every port call we handle in Egypt.
Every vessel call, cargo transfer, tanker approach, and crew operation under our authority is governed by our integrated Quality, Health, Safety, Security, and Environment (QHSSE) framework — aligned with internationally recognised standards, Egyptian maritime regulatory requirements, and embedded across our port agency services.
This maritime HSSE policy in Egypt applies to all Marine Trust Agency personnel, subcontractors, third-party vendors, and any party operating under our agency authority at Egyptian ports — including Alexandria & El-Dekheila, Marsa Al Hamra, Ain Sokhna, Port Said, and Damietta (ELNG).
HSSE — Health, Safety, Security, and Environment — is the integrated management framework that governs every safety-critical dimension of maritime port operations. In the offshore and port agency sector, these four pillars work together, not in isolation. You cannot run a clean operation at a petroleum terminal if your security protocols are weak, and you cannot protect the environment if your emergency response plans have never been tested against real conditions.
HSSE builds on the traditional HSE framework by adding security as a fully integrated element — ensuring compliance with international requirements such as the ISPS Code. For a port agency operating across Egyptian oil, gas, and LNG terminals, this distinction matters in practice every day.
Protection of the physical and mental wellbeing of all personnel, crew members, and shore-based staff involved in operations under Marine Trust Agency authority.
Prevention of accidents, injuries, near-misses, and dangerous occurrences across all operational activities — from vessel berthing coordination and cargo documentation to terminal mooring and tug coordination.
Full compliance with the ISPS Code and national Egyptian port security requirements to protect vessels, port facilities, crew, and cargo from unauthorised access, piracy, theft, and terrorism.
Prevention of marine pollution, compliance with MARPOL Annex regulations, and responsible management of waste, ballast water, and emissions generated by vessels and port operations.

Marine Trust Agency’s HSSE policy applies across all operational activities conducted under our agency authority, including:
Vessel calls at all Egyptian ports and terminals under our management, including Alexandria Port & El-Dekheila, Marsa Al Hamra (SBM), Ain Sokhna, Damietta (ELNG), and Port Said.
Cargo transfer supervision and tanker approach coordination at petroleum and LNG terminals.
Husbandry services and crew operations across all ports of call.
Customs clearance, inland transport, and third-party logistics operations.
Subcontracted and third-party service providers acting under Marine Trust authority.
HSSE leadership at Marine Trust Agency begins at the top — and stays there. Our Managing Director and Chairman, with 29 years of maritime experience and 13 years of direct command at Marsa El Hamra under EGPC, does not manage HSSE from behind a desk. He signs off on every HSSE review personally, and accountability here starts at the top of the organisational chart, not partway down it.
Our HSSE framework is reviewed and updated on a structured cycle. When regulatory requirements, berth conditions, or cargo handling procedures change at a terminal, we update our procedures and brief the team. That update reaches every operational level before the next vessel call.

Marine Trust Agency conducts systematic risk assessments prior to all vessel operations, cargo transfers, and terminal activities. Our hazard identification process covers:
Pre-arrival vessel risk assessment and documentation review.
Terminal and berth hazard identification for each vessel call.
Cargo-specific risk assessment for petroleum, LNG, and chemical cargoes.
Environmental impact assessment for offshore and inshore operations.
Contractor and third-party risk management at all operational interfaces.
Marine Trust Agency maintains comprehensive emergency response plans across all port and terminal locations. Our emergency preparedness covers fire and explosion response, oil spill and pollution response, medical emergencies and crew evacuation, vessel grounding and casualty response, and security incidents including piracy and terrorism threats.
All emergency response plans are reviewed regularly and tested through drills at terminal locations. This is not a paper exercise — thirteen years running the Marsa El Hamra SBM terminal means our operations team has managed real situations under real pressure, and that experience shapes how we prepare and respond today.
Marine Trust Agency operates in full compliance with international maritime HSSE regulations and standards to ensure safe, secure, and environmentally responsible operations in Egypt. Our HSSE framework aligns with:
International Safety Management — aligned across all vessel and port call operations.
Ship and Port Facility Security — aligned; supports maritime security verification.
Marine Pollution Prevention — aligned across all vessel and terminal operations.
Safety of Life at Sea — aligned across all port call operations.
Occupational Health & Safety — aligned framework (not certified).
Quality Management — certified Quality Management System.
We actively support maritime security and ISPS compliance across all vessel operations in Egypt, including verification of vessel security documentation, coordination with port security authorities, and monitoring of maritime security levels (MARSEC).
Environmental protection is a core component of Marine Trust Agency’s HSSE framework. Our environmental management programme addresses:
Marine pollution prevention in compliance with MARPOL.
Ballast water management in compliance with the BWM Convention.
Waste management and disposal at port and terminal locations.
Emissions monitoring for vessels under our agency coordination.
Environmental incident response and reporting procedures.
All contractors, vendors, and third-party service providers operating under Marine Trust Agency authority are required to demonstrate compliance with our HSSE standards prior to engagement. Our contractor management framework includes HSSE pre-qualification assessment, site-specific induction and briefing, ongoing performance monitoring, and post-operation review and feedback.
Marine Trust Agency maintains a structured training and competence programme to ensure all personnel engaged in maritime operations are qualified, current, and prepared for their roles. Our training framework covers:
HSSE induction for all new personnel and contractors.
Role-specific safety and operational training.
Emergency response and first aid certification.
ISPS Code security awareness.
Environmental awareness and regulatory compliance training.
Marine Trust Agency is committed to protecting the occupational health and wellbeing of all personnel — from our senior operations staff to vessel crew members during port calls under our husbandry care. We understand that crew welfare is not a box-ticking exercise; it is an operational priority that directly affects vessel safety and efficiency.
We ensure that all personnel engaged in operational duties hold valid medical certification appropriate to their role and are fit to perform safety-critical tasks. Our team facilitates timely and professional medical assistance for crew, including hospital admission and repatriation where required.
Marine Trust Agency also supports crew welfare in accordance with the Maritime Labour Convention (MLC 2006), including compliance with working hours, rest periods, and access to shore leave where permitted.
Marine Trust Agency promotes a strong HSSE culture supported by structured reporting, investigation, and continuous improvement processes across all maritime operations.
All incidents, near-misses, and hazardous conditions are required to be reported promptly, ensuring accurate documentation and timely response. When something goes wrong — or nearly goes wrong — we investigate to the root. Thirteen years running an offshore petroleum terminal taught us that near-misses are gifts if you read them correctly. We apply Root Cause Analysis (RCA) to significant incidents and near-misses to identify the underlying cause and implement corrective actions that actually change behaviour on the ground.
We also incorporate client and stakeholder feedback into our HSSE management system and measure our procedures against current IMO guidance and Egyptian port authority requirements. This ensures our operations remain current against the ISM Code, ISPS requirements, and MARPOL obligations as they apply in Egypt.
These are the operational facts that stand behind every HSSE decision we make.
